Clause 6.5 of the new South Australian School and Preschool Education Staff Enterprise Agreement 2016 provides for the payment of a student toileting allowance to eligible school service officers (SSO) and early childhood workers (ECW).
SSOs and ECWs who, as part of their role statement, have the primary responsibility for toileting care for students with a recognised continence plan, will be paid an allowance:
- $500 per annum (pro-rata for part-time employees) from the date of approval of the Enterprise Agreement
- $513 per annum from the first full pay period on or after 1 October 2016
- $526 per annum from the first full pay period on or after 1 October 2017.
This allowance accrues and is payable on a fortnightly basis under the same conditions as payment for locality allowances.
The student toileting allowance will be provided on a pro-rata basis in 5 brackets:
- bracket 1 – 1 to 10 hours (38% of allowance paid)
- bracket 2 – more than 10 to 15 hours (58% of allowance paid)
- bracket 3 – more than 15 to 20 hours (77% of allowance paid)
- bracket 4 – more than 20 to 25 hours (96% of allowance paid)
- bracket 5 – 26 hours or more (100% of allowance paid).
The bracket that an employee falls in is based on the total amount of hours per week they work, not the amount of hours doing toileting duties.
This allowance is for regular performance of assisted toileting duties for specific children and is not for occasional toileting duties that may be needed as part of the continence management (staff login required) procedures. If a student soils unexpectedly, every staff member should be ready to assist.
Because ECWs in a preschool with children with continence plans will have the primary responsibility for toileting duties, all ECWs in that site are entitled to claim the allowance. This must be documented in their role statement.
In a school the SSO performing most of the toileting duties for a student/s with continence plans is deemed to have primary responsibility for toileting care and is entitled to claim the allowance. This must be documented in their role statement.
A formal continence plan should be developed if a student consistently needs help with toileting. A continence plan makes it easier for staff to address the student’s specific needs. The continence management (staff login required) page has more information on this.
Continence plans are required when staff are asked to provide care different to routinely provided to other children at the worksite. For example, a continence plan would not be required for a two-year-old in a childcare service unless the child has a special need related to their continence.
Similarly, a preschool or school aged child would only have a continence plan where their behaviour is different to developmentally expected and the child requires additional, individualised support. Therefore eligible SSOs and ECWs with primary responsibly for the toileting care of these children will be eligible for an allowance regardless of whether the child in question has a continence plan in place.
Students at special schools and units may not have an approved continence plan. SSOs and ECWs may still be able to claim the student toileting allowance if
- they have primary responsibility for the toileting care of students
- the toileting care of students is a duty inherent in the day to day tasks of the staff at that site.
